    1. Heat oil and fry the onions till fragrant. Add garlic then add in the peppers. Saute until half cooked. Take off the heat
    2. Using the same pot, add beef and cook till slightly brown. Add in caraway seeds, fennel seeds, sweet and hot paprika and tomato passata. Stir in quickly.
    3. Add 1 to 2 cups of water and salt. Simmer for 30 minutes.. - Add chopped carrots and the sauteed peppers and onions. Let simmer for another 15 minutes..
