Boil water and add salt and cumin seeds. After boiling add rice flour and mix well. Now keep steamer on flame. Place prepared dough in a steamer container, place it inside the steamer, cover with a lid and steam-cook for about 8 minutes. Turn off flame, open the lid and let it cool for 2-3 minutes. Knead well till it becomes smooth.
For stuffing, mix all the ingredients of stuffing in a bowl.
Now make Puri of dough. Fill the 1 spoon stuffing and seal it.
